The meeting is taking place in the offices of the embattled mayor, Melis Myrzakmatov, whom Otunbaeva has criticized for his handling of last month's deadly ethnic violence in the city.
Later today, Otunbaeva is due to meet with a multiethnic people's assembly of Osh residents.
She is scheduled to meet with regional and city officials on July 31.
Otumbaeva's government has also come under heavy criticism, particularly over reports and numerous eyewitness accounts suggesting authorities exacerbated the conflicts or even initiated them, in some cases.
Her visit comes as the Osh city council has passed a resolution opposing Bishkek's agreement to a deployment of at least 52 international police advisers to southern Kyrgyzstan by member states of the Organization for Security and Cooperation in Europe (OSCE).
Otunbaeva has criticized the resolution, saying council members don't understand the real purpose of the agreement.
Osh and other towns in southern Kyrgyzstan were wracked by violence in June that claimed more than 300 lives, injured thousands more, and has left some 75,000 people still homeless.
